Baku mayor: Fire-hit building occupants to be given compensation today

The funds envisaged in the order of the Cabinet of Ministers will be transferred today to the bank accounts opened for the 56 families registered in the fire-affected high-rise located in 200/36 Azadlig Avenue, Binagadi district, Baku, on May 22, Hajibala Abutalibov, head of the Baku Mayor's Office, told APA.

Abutalibov said the occupants of the building will be received at the mayor's office.

“The funds will be transferred to the account of one member of each family. So the other members of each family above the age of 18 should submit a relevant reference. A mobile ASAN Service center is operating in the yard of the Binagadi District Police Office’s 5th department in the vicinity of the fire-hit building. The mobile ASAN Service center is preparing such references for those who request. The residents thus do not need to go anywhere to get the references. The funds will be immediately transferred to bank accounts today, and one of the members of each family will be able to withdraw those funds from the bank by submitting a relevant reference. The Baku Mayor's Office has undertaken to cover the bank expenses,” the mayor said.

H. Abutalibov also commented on the issue of those who lived in rented apartments, were injured or suffered material damage.

“Those who lived in the fire-hit building or stayed in rented apartments are giving evidence to law enforcement agencies of the damages they suffered. They will have to have their certificates given to them by law enforcement agencies confirmed in court. Based on this, the damages will be compensated for. Those having lived in rented apartments and injured will be given necessary amounts of compensation envisaged in the order of the Cabinet of Ministers. So occupants and owners of the rented apartments must sign a contract on rent, have this contract confirmed by a notary or the neighbors must confirm through a notary that a particular occupant has indeed lived in a rented apartment in that building. In this case, those hose having lived in rented apartments and injured will be given compensation. As for damages to the properties of those that lived in rented houses, occupants and owners of the rented apartments must sign a contract on rent. If such a contract is signed and confirmed by a notary, a complete amount of AZN 20,000 designed in the order of the Cabinet of Ministers will be given to occupants and owners of the apartments based on their contract. What’s important is that the owner and occupant should have their contract confirmed by a notary,” said H. Abutalibov.

The Cabinet of Ministers issued an order on the fire broke out early Tuesday morning in a 16-storey residential building in 200/36 Azadliq Avenue, Binagadi district, Baku. The order was signed by the Deputy Prime Minister, chairman of the State Committee Abid Sharifov.

The order was issued by taking into account the proposal of the Baku Mayor's Office agreed with the Ministry of Finance in accordance with the “Guidelines on the Use of Funds from State Budget Reserve Fund” approved by Decree No. 74, dated on June 2, 2003 of Cabinet of Ministers of the Republic of Azerbaijan. According to the order, in association with the execution of the 2^nd part of the order#1229 of the Azerbaijani President dated to May 19, 2015, AZN 20,000-lump-sum financial aid will be paid to the each of 56 families for their damaged property, AZN 5,000 to the each of injured occupants, AZN 15,000 to the families of each of 15 occupants dead as a result of the fire broke out early Tuesday morning in a 16-storey residential building in 200/36 Azadliq Avenue, Binagadi district, Baku.

AZN 3 mln has been allocated to start capital repair and reconstruction works in the building. For settlement of these issues and rental payment, AZN 5 mln was allocated to the Baku Mayor's Office from the State Budget Reserve Fund.

The Ministry of Finance is to provide payment of these funds. Taking into account the importance of works to be carried out immediately, it was permitted to carry out abovementioned works with contracts to start capital repair and reconstruction works in the burnt building.
