Spanish State Council votes to appeal against Catalan consultation

Baku-APA. The Permanent Commission of the Spanish State Council voted on Thursday to appeal against the holding of the alternative consultation proposed by the Catalan Regional Government after the decision to renounce the Independence Referendum which had originally been scheduled for the same date, APA reports quoing Xinhua.

The decision has been taken the day after the campaign for the consultation officially began in Catalonia.

The State Council has made its decision at the request of Spanish Prime Minister, Mariano Rajoy, whose government will this Friday appeal against the Consultation at Spain's Constitutional Court.

Rajoy had previously commented that the consultation "did not fulfill the necessary democratic conditions."

The consultation, which is scheduled to be held on November 9, was called by the President of the Generalitat (Catalan Parliament), Artur Mas after he called off the Independence Referendum scheduled for the same date.

Mas called for a process in which the "citizens could participate," and although this new vote is not using an electoral census, it would certainly be used as a barometer of opinion by Mas and pro-independence parties to perhaps call new elections in the Catalan Region.

Mas was forced to suspend the originally planned referendum after the Spanish Constitutional Court on September 29 accepted a previous appeal by Rajoy's government that it was unconstitutional. This means that by law all activity preparing the referendum had to be automatically suspended while the case is considered.
