International conference on “The role of national judges in the domestic application of European Convention for the Protection of Human Rights and Fundamental Freedoms” ends

Baku. Rufat Ahmadzadeh – APA. The International Conference on “the role of national judges in the domestic application of European Convention for the Protection of Human Rights and Fundamental Freedoms” organized by the Supreme Court of Azerbaijan and the Council of Europe was held in Baku.

APA reports that the moderator of the session titled “Dialogue between judges within the Convention system” was Mikhail Lobov, Head of the Human Rights Policy and Development Department, Directorate General Human Rights and Rule of Law, Council of Europe.

He stressed importance of cooperation and consultations between European Court for Human Rights and National courts.

Michael O`Boyle, deputy Registrar of the European Court of Human Rights made speech on “dialogue between judges through courts and other means” and said that such events are significant for mutual exchange of opinions and dialogue.

Morten Ruud, chairperson of the GDR Committee, Council of Europe gave information about the history of a Protocol No. 16 to the Convention.

Azerbaijani representative to the European Court of Human Rights Chingiz Asgerov said that Azerbaijan has already started internal procedure to join the the Protocol No. 16.

The Judge of the European Court of Human Rights in respect of Azerbaijan KHanlar Hajiyev noted that exchange of opinions and dialogue are very important: “We were seeing application of convention in any reference of it when I was working as a judge in 1995. We should try not to apply the convention mechanically. I hope that significant progress will be observed in the improvement of the law”.

The chairman of the Supreme Court of Azerbaijan Ramiz Rzayev said he thinks that approving the supremacy of law depends on judges. Without our decent activity, the human rights system will not be fully restored and the judicial system will be broken. Protection of human rights demands daily hard work . We wish to see you in Baku again”.
