Foreign NGO can not function in Azerbaijan unless it appoints Azerbaijani deputy chairman

Chairman of the parliamentary committee on legal policy and state building Ali Huseynli gave information about the draft law.

One of the amendments and annexes is that conditions will be applied to the foreigners intending to establish a nongovernmental organization in Azerbaijan. According to the annex to article 7.5 of the Law on NGOs (public unities and foundations), while establishing an organization, the foreigners are to appoint Azerbaijani deputy chairman. According to the annex, deputy chairmen of the nongovernmental organizations founded by foreigners or stateless persons, as well as foreign legal entities, branches and representations of foreign NGOs are to be Azerbaijani citizens. The term of office of the head of branch or representative office of a foreign NGO must be indicated in the relevant document.

According to another amendment, NGOs, which have been closed in Azerbaijan, will have to give official information to the state for what purposes their property will be used. These NGOs have to submit necessary data to the relevant executive authority (Ministry of Justice).

The draft law was adopted.
