Azerbaijani authorities to continue working with Venice Commission regarding law "On defamation"

Baku. Mubariz Aslanov – APA. Presidential Administration of the Republic of Azerbaijan has commented on the recent opinion of the Venice Commission of the Council of Europe regarding the law "On defamation".

Chief of socio-political department of the Presidential Administration Ali Hasanov told APA that the law has already been on the verge of being adopted.

Hasanov mentioned that the commission has been established in this regard along with the Press Council and noted that the law has been developed in the presence of different organizations of journalists, media outlets, the OSCE and European Council experts: “Their proposals and opinions have been taken into account. However, some experts of the Venice Commission approach the law from the point of universal law standards that will be able to solve all the problems and it requires re-work on the draft.

We think that the philosophy of the law “On defamation” requires a slightly different approach. This law should be carried out over the years, because the increase of journalists’ professionalism is a process that requires many years. The process of understanding responsibility by journalists must be stimulated and the dynamism of this process must be ensured. At the same time, the society must be prepared for the adoption of this law. In this sense, there are certain differences between our views and the views of the Venice Commission experts. The process delays because of these differences. However, we will continue working with the Venice Commission in this regard.
